Over the past two weeks, Citizens for Sound Money (C4SM) has faced an unprecedented challenge in Florida due to a major political battle between Governor Ron DeSantis and the Florida Legislature.
The governor called a special legislative session to push for stricter immigration policies, but Republican legislative leaders swiftly adjourned the session and convened their own. In an act of defiance, the legislature passed its own immigration bill—the “Tackling and Reforming Unlawful Migration Policy Act” (TRUMP Act)—without input from the governor.
Governor DeSantis rejected the bill, calling it weak and a “de facto sanctuary state” measure, and threatened to veto it. In response, legislative leaders took the rare step of overriding a separate budget veto from the governor, escalating tensions even further.
With the legislature and governor locked in this power struggle, many scheduled meetings with lawmakers were either canceled or deprioritized as legislators scrambled to handle the crisis. Despite this, our team made substantial progress in advancing sound money legislation.
What Are SB132 and SB134?
While Florida’s political climate has been chaotic, two critical sound money bills continue to move forward:
- SB132 – The Sound Money Act
This bill recognizes gold and silver as legal tender in Florida, ensuring that Floridians can use gold and silver as money in transactions. It would align the state with others that have affirmed the constitutional role of sound money, reinforcing financial freedom. - SB134 – The Sales Tax Exemption on Precious Metals
This bill removes the sales tax on purchases of gold and silver in Florida. While Florida does not impose a capital gains tax, the sales tax discourages individuals from using precious metals as a savings vehicle. Eliminating the tax ensures that people can acquire and hold sound money without being penalized by the government.
Both bills aim to expand financial liberty, strengthen Florida’s economy, and offer protection against inflation.
Progress Despite Challenges
- Senate Engagement:
Despite disruptions, we continue working with Senate staff to refine the language of SB132 to ensure it is strong and effective. Encouragingly, SB134 appears to have no resistance and is expected to pass without issue. - House Developments:
The Florida House leadership has signaled support for passing sound money legislation. While direct meetings were impacted by the political conflict, our advocacy remains on track, and we anticipate further movement in the coming weeks.
Challenges in Missouri
Missouri’s Constitutional Money Act has hit a roadblock as Senator Cindy Crawford is expected to hold the bill in committee for three weeks, claiming it is unconstitutional.
While Missouri has been a leader in pushing for sound money legislation, this delay is yet another example of lawmakers attempting to slow the momentum of monetary reform. We continue to monitor the situation and engage with supporters to pressure the legislature for action.
Exciting Developments in New Hampshire
New Hampshire could soon take a major step forward. We’ve received word that legislators may introduce the Sound Money Act as an amendment in the state legislature.
We are actively working with a delegation of sound money legislators to help make this happen. If successful, this would be a major win for monetary reform in the Northeast.
South Carolina and Montana Initiatives
- South Carolina: Senator Matthew W. “Matt” Leber has agreed to file the Sound Money Act in South Carolina. This marks a huge step forward in bringing sound money protections to the Palmetto State.
- Montana: We are providing feedback on proposed legislation in Montana to ensure that strong sound money protections are included.
